About us
Teesri Sarkar is a grassroots movement born from the belief that true democracy starts at the local level. Inspired by India’s deep-rooted traditions of village self-governance and community decision-making, we aim to revive, empower, and institutionalize the third tier of governance — the Panchayati Raj Institutions (PRIs).
While the 73rd and 74th Constitutional Amendments gave legal power to local bodies in 1992, decades later, this promise remains unfulfilled. Teesri Sarkar is here to change that — not through protest, but through participatory reform, dialogue, and bottom-up transformation.
The Teesri Sarkar Federation has launched a historic nationwide movement from Palampur to revive and empower Gram Sabhas as the foundation of grassroots democracy. Farmers, youth leaders, social reformers, and local representatives gathered in large numbers, calling for decentralized governance, transparency, and stronger community participation to build a truly people-driven India.
