Teesri Sarkar

About us

Teesri Sarkar is a grassroots movement born from the belief that true democracy starts at the local level. Inspired by India’s deep-rooted traditions of village self-governance and community decision-making, we aim to revive, empower, and institutionalize the third tier of governance — the Panchayati Raj Institutions (PRIs).

While the 73rd and 74th Constitutional Amendments gave legal power to local bodies in 1992, decades later, this promise remains unfulfilled. Teesri Sarkar is here to change that — not through protest, but through participatory reform, dialogue, and bottom-up transformation.

We work with:

  • Farmers seeking local control over land and water
  • Youth demanding a voice in their future
  • Youth demanding a voice in their future
  • Civil society leaders pushing for decentralization

Farmers, youth leaders, social reformers, and local representatives gathered in large numbers, calling for decentralized governance, transparency, and stronger community participation to build a truly people-driven India.

IMPACT Blueprint

  • GOAL 11 – SUSTAINABLE COMMUNITIES
  • GOAL 16 – JUSTICE & STRONG INSTITUTIONS

  • LONG BEFORE MODERN GOVERNANCE, INDIA THRIVED ON LOCAL WISDOM AND COMMUNITY-LED DECISIONMAKING.
  • VILLAGE PANCHAYATS. KHAP ASSEMBLIES. COMMUNITY COUNCILS.
  • THEY WEREN’T RELICS—THEY WERE THE FOUNDATION OF JUSTICE AND GOVERNANCE.
  • THE 73RD AND 74TH CONSTITUTIONAL AMENDMENTS IN 1992 HONORED THIS LEGACY, GIVING GRAM SABHAS AND LOCAL BODIES LEGAL STANDING AS THE THIRD TIER OF GOVERNMENT.
  • BUT THREE DECADES LATER, THE PROMISE REMAINS LARGELY UNFULFILLED
